| - On the 1st of April 2008, the brothers Kyoko-Pie and Ghaytto ventured into the great Guild Temple. Their goal was to create a community filled with fun, kindness, support, and growth. A community that is united among different levels, classes, and alignments. With the Tal Shiar a new order will begin for Rushu. Change will sweep the land, which will benefit all of the 12 Houses. The beast will be tamed, a new world will be created, and Tal Shiar will be the guild to lead it all.

Die verdeckte ständige Präsenz des Tal Shiar führen in der Bevölkerung zu einer andauernden Paranoia, besonders da Personen, die sich gegen den Status Quo stellen, sehr schnell „verschwinden“. Diese Angst vor dem romulanischen Geheimdienst ist zugleich seine mächtigste Waffe. (TNG: )
- Nepsaným pravidlem je členství mistra Tal'Shiar v Konečném výboru. Toto pravidlo nesvazovalo mistra Kovala. Tal'Shiar podléhá těm nejvyšším vládním kruhům Romulanské vlády, ale jedná i bez vědomí Romulanského senátu. Většina uskutečněných operací má statut beztrestnosti, i když zasahují do společnosti. Dochází také ke konfliktům s vojenským sektorem. Tal'Shiar funguje totiž na podobných principech. Přitom operuje s vlastní flotilou. Členové často prostředky používají pro své cíle.
