- The Irken Empire is an aggressive expansionist force headed by the war-like Irken race. The Irkens are bent on galactic conquest and, with the aid of their massive armada, they may actually achieve this goal. The co-ruling emperors of the Irken Empire are the Almighty Tallest, Red, and Purple.

Planet Foodcourtia—which presumably had a name, as well as native inhabitants, before it was conquered—became an intergalactic food court, having various restaurants such as Shloogorgh's Flavor Monster, the planet Vort became Irk's top military research prison and the planet Blorch became a parking structure planet. The rest of the universe that knew of the Irkens referred to them as bloodthirsty, tyrannical and dictatorial, which may have been true to an extent. However, the Almighty Tallest and the Control Brains determined what the Irken population thought through PAK programming. Considering Irkens bloodthirsty and tyrannical was a matter of perspective, because Irken thoughts were actually programmed. Despite this, they had a brain capable of independent thought. Irkens did not sleep, though it was not known why.

The shortest are subjected to harsh labors while the taller Irkens are given easy jobs and are treated with respect. The tallest Irken of each generation becomes the leader no matter their social status or qualifications. This rank is called the Almighty Tallest. If two Irkens of the same generation are the same height they rule together. Such is the case of Tallest Red and Tallest Purple. The ultimate goal of the Irken Empire is to dominate the universe. They do this by sending a select Irken, who has been given the title Invader, to an enemy planet. Once on the planet they will blend into the inhabitant's society and learn their weaknesses with the help of a Standard Information retrieval or S.I.R Unit. Once the weaknesses are learned the Invader informs the Almighty Tallest and they send the large Armada to wipe out the planet or enslave it. If the series would have continue, the Almighty Tallest will fall and Zim will take over as leader in the supposed final episode.
