Stafko was the name given by Jaya to a Tilonian inmate at the Tilonus Institute for Mental Disorders on Tilonus IV. According to Jaya – who introduced herself as Commander Bloom – Stafko was with her from the USS Yorktown. (TNG: "Frame of Mind" ) This character was only mentioned in dialogue.
