Ayanagi Investigation Squad was created to track down the Marebito and put an end to the Reverse cases. The group was originally established within the Ayanagi Police Department, but due to the lack of Persona ability possessed by the police force, Akihiko Sanada and Noboru Inui asked a few students whose Persona abilities they were aware of to aid them in their work.
