Morgat was the Hierarch of Rak Cthan. He was only mentioned incidentally by an unnamed Grolim who led a party who tried to attack Garion and his party in Southern Cthol Murgos after they beached their ship near the Great Southern Forest and Lake Cthaka. Morgat seemed to be acting under the instructions of Agachak and sent the aforementioned men with the unnamed Grolim to deal with Garion and his party.
