Meetings of the Flock, a gathering of the citizens of Squawk Major, occur when the planet's ruler, the High Flapper, needs the advice of his or her people to make a decision. Teggs witnessed one during The Skies of Fear, when Grandum tricked the crowd of pterosaurs into supporting him and his idea to keep the Trials going instead of Shazz, the incumbent High Flapper who wanted to cancel the Trials until everyone could fly again, by telling them that he would teach them how to fly again while Shazz wanted to keep them grounded forever and thus remain High Flapper permanently.
