Shao Kahn is the emperor of Outworld. He is suppossedly the most powerful of the Kombatants and obssessed with conquest. So much so in fact, that at the end of Mortal Kombat Armaggeddon (If Shao Kahn wins against Blaze), Kahn went mad when he conquered all, with nothing left to conquer. He serves no one, but will form alliances when needed.
