Billings Rett was owner of a bar, bartender, and the mayor of Clear, Nevada in the mid-2000s. He was interviewed by Harry Bosch and Rachel Walling in April 2004 regarding a man who Rett knew by the name of Tom Walling. Rett said that he hired Walling to be a driver for men who wanted to visit the brothels in Clear. He said that Tom Walling had told him his "sister" might be coming for a visit. He left a note with Rett in case she showed up there. Rett also told the two investigators that Tom had rented a trailer from him about a month earlier, and he gave them directions for finding the trailer.
