Phillips was an officer of the Los Angeles Police Department during Day 2. Phillips and his partner Officer Hampton went to St. Virgil's Hospital after a doctor there called the police about Megan Matheson's possible abuse. Kim Bauer tried to get to Megan's room before them, but was forced to leave when Gary Matheson threatened to have her arrested for taking Megan from their house earlier in the morning.
