Eddy constructed the weapon himself and was going to use it to suck up an "alien" to sell for a big fortune. The Alien Vacuum could be a reference to a Ghostbusters proton pack, as they both are meant to suck up an outlandish or otherworldly being. The vacuum seems to only hold one alien, but it was never used in combat. The vacuum worked well enough to suck up Ed, so it might have worked if there were actual aliens; however, Eddy attempted to use it on Rolf, and the hose got stuck in Rolf's belly button, so it is possible the Vacuum would not, as Edd put it, have provided Eddy with adequate defense.
