He the led the Parliament to pass the New Plan for More Efficent Taxation and Progressive Spending Act of 2013 which included sweeping reforms to the way taxation is handled in the Great Lakes, including a general tax cut for middle-class earners while keeping tax rates high for high-income brackets. Born and raised in Gaylord, Traverse, Lovel graduated from Michigan State University in East Lansing earning a degree in accounting. Dissatisfied with office jobs, he put himself through medical school and became a surgeon employed at Sparrow Regional Hospitals. An accomplished surgeon, he performed over one thousand operations in his 12-year career. He then left Sparrow to pursue a career in politics, standing for election in Traverse's parliamentary elections. Running on basic Prospector platforms, he was elected to represent Traverse's 5th riding in the Great Lakes Parliament.
