Each form of law enforcement utilises different vehicles and tactics to subdue felons. The TCBPD has many resources available for law enforcement in the Tri-City Bay area. Jack M. Keller is a Lieutenant within the TCBPD and is also the supervisor of Chase Linh's investigation in organised crime. The player is an officer within the TCBPD that has taken an undercover role as a wheelman in Chase Linh's investigation. Gregory MacDonald is a former Vice Lieutenant within the TCBPD but relinquished his role after discovering his employer was corrupt and his desire for illegal street racing.
