Tosen is a former pirate and a famous one as well but his crew was later killed by the marines him being the only survivor, his bitter loss drove him to hate the world government and form his organization to take it down, knowing that this task won't be easy he allied with Underworld Goverment 6 years ago and agreed to work to maintain its secrecy using his organization as a cover at the exchange of recieving financial help and informations on the world government from them. He ate a paramecia type devil fruit called Sanran Sanran no Mi.
