Rahzar and Tokka were two of the out-of-control mutants created after The Shredder unleashed mutagen at a zoo years earlier (whether this refers to when he created Bebop and Rocksteady or Groundchuck and Dirtbag, is not made clear). They were first seen terrorizing Crystal Palace mall when the Turtles showed up. The animated versions were more intelligent and more eloquent, particularly Rahzar. Rahzar states to Tokka, "...You are my only friend." Rahzar destroyed Leonardo's katana and threw him across the mall. When the Turtles almost captured Tokka, he destroyed a pillar and the pair managed to escape. Later that night, they found some food and began to eat. Unfortunately, it was a trap set up by Dirk Savage (the mutant hunter, commissioned by billionaire A. J. Howard, who wanted to mutate humanity and force it under his rule) to capture the duo and Tokka was captured. Rahzar managed to avoid capture and escape from Savage, vowing to make the human pay. Later on, he attacked Savage, but was stopped by Raphael and Donatello. Even though Rahzar made a big deal of his friend being captured, and he was shown attacking Dirk later on, it was never shown if he ever got reunited with Tokka, even after the bad guys were defeated. Dirk Savage: Mutant Hunter His look in the cartoon was very much like that of his action figure, made two years prior to his toon appearance. Rahzar was voiced by Townsend Coleman.
