The data could include: financial records, phone records, emails, blog entries, website searches, and any other electronic information that could be stored in a computer system. The program was intended to allow an analyst to search for patterns in data — such as relationships a people, organizations, and events — and to produce visual representations of those patterns. This information then could be connected to any given American citizen and could assess the probability that he or she is a terrorist. The program was officially scrapped in September 2007 after the agency's internal Inspector General found that pilot testing of the system had been performed using data on real people without required privacy safeguards in place.
