Its respected neutrality, excellent relation with the Arab world and OAU, "the Cold War" relation between the East and West, the political situation in the Indian Ocean as an important contribution to Charter IOIMF - Indian Ocean Interdisciplinary Management. In accordance with such regulations in granting of such charter, duly documented and witnessed, Mr Mitchel Juan Edmond, the first Seychelles national to be exiled in Austria, Vienna, since 1976, married to an Austrian national from Zillertal in Tyrol, who had worked for the Von Oswald family, in Seychelles. He was made a Fellow of Vienna Interdisciplinary Management Institute and given charge of the Charter for the Indian Ocean region.
