Jumba said that he didn't suck out his blood, instead he sucked out his snot. The reason why Stitch was knocked out and became woozy from Snooty doing this was because Jumba made Stitch 62% snot. After seeing that he/she can be tamed Victoria was attacked by Snooty because of her allergies. Victoria asks Lilo if she can keep him/her so he/she can keep her synincess clear. Due to her being Lilo's friend Lilo allows her to keep Snooty. Snooty is captured by Leroy in Leroy and Stitch when Victoria

The well-dressed, trendy Snooty became employed by Doctor Robotnik and was tasked with capturing Amy Rose and humiliating Sonic the Hedgehog. The bird is well-spoken and eventually convinces Sonic to wear an anorak advertising their services, although the capture of Amy is substantially more of a bargaining chip. Unfortunately, their plan is rumbled by the stupid Sneaky, although Snooty continues to charm her way out of things by inviting Sonic out to lunch. When delivered back to Robotnik, Snooty suggests reworking the campaign and trying again. However, it is more likely that she was turned into a Badnik.
