Ground Branch operators are by, without exception, "sheep dipped" — that is, they are largely special operations forces whom tacitly "resign" their commissions in order to disavow any connections with the Systems Alliance and to execute Ground Branch operations in a clandestine capacity with sufficiently plausible deniability.
