Not out of sadism, but as he said, “They’d be more mouths to feed, and we don’t have the resources.” When the first Galactic Civil War ended, and the New Republic was created, Finnegan did not join their military, as other rebels did. He found the bureaucracy of standing armies to be cripplingly inefficient. It is this reason that Finnegan put his comrades behind him, and began fighting for anyone who had the money to hire him.

When Hilary's case was reopened in 2007, detectives, upon learning of Finnegan's reputation, suspected that Hillary might have died on his watch and that St. Mary's coverd it up. In the end, however, this proved not to be the case.
