- Teshio Megumi is a former Anti-Skill member and a member of BLOCK, one of several groups of Academy City's Dark Side. While not much is known about her past, she confessed to having been witness to a tragedy in the city, which motivated her to go along with BLOCK's plan of trying to gain access to the Windowless Building to kill Aleister Crowley because she wanted to meet him and ask him if he had been responsible for it.
