His ambition was to rise in the ranks of the Zhentarim and also head up his own secret society. To that end, he was gathering agents and organizing strongholds that were under his exclusive control. Whisper's base was known as Whisper's Crypt, a subterranean lair located beneath the Haunted Halls just north of Eveningstar. When one of his attacks happened to target a group of visiting adventurers led by Doust Sulwood, the attackers were defeated and Doust and his companions learned of Whisper and decided to hunt him down. The adventurers were able to break the enchantments and overcome the guardian creatures and ultimately kill Whisper in his underground home. In the treasure found in Whisper's crypt were two of the seven Lost Rings of Mhzentul. These were gifted to temples in the area by Doust and his companions. She also has the power to enter shadows, allowing for camouflage. The inner demon of Whisper was slain by Torg wielding Chaz powered on innocent blood. It is unclear whether this killed the human host, as Chaz only made a scratch on the body.

- Whisper is a resident of the Detroit Wasteland, living as a recluse and shunning any kind of civilization while killing anyone who tries to enter her territory. An absolute master with sniper rifles of any caliber, Whisper's weapons are all silenced and never make a sound above a whisper, leading to her current name among the Detroit wastelanders who both fear and respect her skills. She wears a suit of Crimson Dragoon armor that appears to have been extensively modified, leading to rumors that she's actually a ghoul underneath, a survivor of the Great War. Others say she's an advance scout of a new Red Army invasion. But all agree that there's no one in the Wasteland crazy enough to try and seek her out to get the truth. Living alone in a small shack at the top of a steep hill with excellent vantage over the surrounding land, Whisper has prepared tripwires, bear traps and mines to discourage visitors at the base of her home. She hunts local wildlife for food and takes care to never kill more than what she needs to survive, yet isn't above reminding the many predators that she's still near the top of the food chain. Sheishan Yu was born in 2119 and spent all of her early childhood inside Vault 70, where all of the population was Chinese-American with the exception of the Overseer and his security team. The residents were told that the U.S. government wanted to see them safe from the impending nuclear disaster, claiming they were all loyal citizens of America and therefore above suspicion of being Communist spies. Yu was only five years old when the murders started, her parents being the first to be killed in their sleep by an unknown killer. The rest of the residents banded together to protect Yu, having a strong sense of community to one another. Then the murders continued until finally the remaining vault dwellers snapped and started accusing everyone around them of being Communist sympathizers and sleeper agents. In less than a year since the first murders, Vault 70 exploded into violence and mass murder, every resident out for themselves and killing family and friend alike. Yu escaped into an open air duct and listened to the screams of death and bloodlust for three days, emerging only when there was absolute silence. Walking silently among the bodies and searching for food, she found herself at the entrance to the vault. Written in blood on the door was a message by the one who had instigated the killing, now having a need to go out and spread death to the rest of the world. Little Yu made a cut and wrote an oath of vengeance below the message in her blood, then gathered as much as she could drag behind her and left Vault 70 without looking back. Three days after departing the vault, Yu came across a campfire in the night and was captured by a group of Red Army survivors. The five had failed to sabotage Detroit's nuclear reactor to cause a meltdown and became ghouls from the fallout of the city getting hit in 2077. Being fluent in Chinese spared Yu's life, who told of her story and promise. The five Crimson Dragoons saw a chance to mold a perfect killer to continue the fight against America, as the intense brainwashing they received as children was becoming warped by their ghoulification. Yu received the level of training they went through, taking to their harsh lessons with a passion that bordered on the obsessive. Yet she didn't like how they were pushing their anti-American views on her, wanting only to kill the one who was responsible for the ruination of her home. In 2130, Yu became convinced that she had learned enough and grew concerned for the deepening mental instability of her mentors. When one of them tried to intentionally kill her in a training exercise, Yu had enough. Over the course of a week, she arranged for each of their deaths while making it look completely accidental. When the last one fell, she collected their gear and stealth suits then continued her journey, heading farther into the heart of Michigan and towards the ruins of Detroit. Whisper can be acquired as a companion, though she certainly doesn't make it easy for the player. They first have to navigate her traps and seek what little cover is available, as she does take shots from her home. But the more the player successfully negotiates or disarms her defenses, the less she's inclined to kill the trespasser, admiring their persistence and ingenuity. After introducing herself and asking what brings the player to her home, engage Whisper in conversation while finding out a bit as to her hidden agenda. With a successful Speech (50), the player can persuade her to accompany them with a promise to help her track down and kill the one responsible for murdering her parents. Alternatively, a female player with the Cherez le Femme perk can flirt their way into taking Whisper along, as the solitary lifestyle makes her vulnerable to sweet-talking. As a companion, Whisper provides the player with the Shadowed Sniper perk, which provides a 20% bonus to damage with any kind of rifle with a targeting scope while successfully hidden. Whisper is reliable in a fight, always fighting from range but just as dangerous in melee combat with a Chinese Officer's Sword. Her main priority is always hunting down the murderer of Vault 70, in her personal quest Bound by Blood. True to her name, Whisper says little yet when she speaks there is wisdom in her words that make her seem older than her age. Having always watched the world through the scope of a rifle, her views of humanity are divided between pitying other survivors and at times considering putting a bullet through every head she comes across, to end their struggle to make it through another day. The player can encourage Whisper to take either path, encouraging her to rejoin society or indulging her urges to become the very person she's hunting down.

During their encounter with the Bandit Clan of Wooden Forest, Whisper, Silver and other mounts went to a mounting park from which they were retrieved. Whisper was hitched to a cart once the party had recovered the hoard of the Black Dragon of Wooden Forest in order to carry all of their treasure. The horses continued as draft animals even after the party was captured by Miko Miyazaki. Eventually the mounts were put in the stable of the Weary Travelers Inn and Tavern, where Whisper witnessed Phil Rodriguez's attempt to serve a restraining order to Belkar Bitterleaf. The fate of Whisper and the rest of the horses is unknown. They may have died in the blast that destroyed the inn, but they likely survived along with Durkon's pony. In any case, Miko led the party in chains to Azure City on foot, except for Durkon who was allowed to ride. The mounts appeared once again briefly while leaving the City to visit the Oracle, until Elan reminded them that they were no longer in their possession.

- SICC Personal File 07.CT001 Quote: Please step aside, sir. I am acting under the National Security Act of 2001 and from this moment on you are relieved of this case. Yes, I know that you are from the police, so please step aside now and let professionals handle this job. Believe me, you wouldn't want to know what's inside this room... why yes, that's a C4 detonation pack. Not to worry, it's standard issue in our line of work. Thank you for your cooperation and have a nice day to you all. Background: Whisper as he is nowadays known has got his tracks covered real good. Under various names his activities can be seen ranging from strategic combat advisory in Iraq to counter-espionage tactics in the United States of America. The agent codenamed Whisper is officially funded by UNSAC (United Nations Strategic Assessment Center) but his missions are given out by more discreet agencies working on the fringes of the intelligent community. Whisper looks back on a history of pain, violence and bloodshed. He began career as American soldier who got assigned to an elite ranger corps. He learned all what could be learned about self-sufficient operating deep behind enemy lines to rescuing hostages from high-risk environment and he survived it all. After his last assignment in British Congo he was about to stop his career for good before becoming suicidal but was subject to one last offer too good to resign. And so he became part of a group of soldiers in the project Iceman. The aim was to thoroughly redesign and advance trained human bodies to wildly inhuman levels. Iceman was to some degree a successful undertaking as only one third of the experimental subjects died of cybernetic or genetic rejection syndrome. Two thirds of the soldiers became jokingly so called homo superior, a new fighting elite for UN top secret assignments. Needless to say that the psyche of the test subjects changed dramatically. They became cold, detached individuals with quite psychotic streaks. More than once an Iceman had to be pulled out of the field after causing random massacres under civilists and military personell alike. Each Iceman got a bunch of new identities and casually control over the Iceman unit was splitted up and each soldier assigned to new individual units or missions. Iceman 07 codenamed Whisper stayed on duty for the most dangerous missions in the field falling back into old routines and keeping stable only in tense situation. In his civil life periods he calls himself Theo Belling and officially works as subcontracted security consultant for various international corporations, governments or even non-governmental organisations. His real life - at least as he sees it - consists of demanding missions for "Operations", "The Agency" or as it is sometimes called "The Technocracy". His recent assignment is to a group called Crisis Team 7 which profits from his vast and effective martial and tactic abilities. Complexion and Biostatistics: Whisper is a huge and well built man with dark (usually short cropped) hair and dark eyes. He can be charming and his looks are quite intriguing but his cold, detached eyes with a glinter of madness on the rim of perception sometimes betray this facade. Beeing more machine than man, Whisper is capable of astounding feats of strength and endurance. A normal human is not nearly a match for the giant who can easily break a neck with the snap of his wrists. On the downside and as slow aging sideeffect Whisper begins to feel his also-aging hypertech-cyber-equipment in his body. His artificial eyes are heavier than normal eyes and are beginning to sack into his skull, constantly tugging at his visual nerves. He compensates this headaches with internal drugs which slowly wear out his natural organs. Superdense muscle tissue and heavy bone structure are also a constant pain to his body. In the beginning everything fitted just fine but with the coming of age Whisper outgrows his cybersystems. Paradox has it that it manifests more often than not as advancing symptoms of this problem. After getting his hands on secret Iceman project material Whisper learned that this was to be expected as was to be expected that after some period CRS could hit subjects unknowingly and increasing frequently. It's not that nobody knew, they just didn't care. "So what the heck" they said on same tapings "we're making them warrior halfgods, who cares about their pension funds." Area of Expertise: Whisper combines an elite soldier career on the one hand and recent, intense special agent training on the other hand. He is proficient with most weapons and demolition equipment and broadens his abilities for some time now into the field of intelligence and reconnaissance. But callsign is his one and true talent: he is a professional assassin, silent and lethal. Psychological Profile: Before his improvement in Project Iceman the agent codenamed Whisper had the psyche of a typical professional soldier. The genetic procedures and his cyber-reconstruction seemed to be traumatic to his mental stability. To counterbalance this instability Whisper was subject to thorough social conditioning. His psyche accepted this treatments well but did not really recover. Like most other subjects of Project Iceman he began to center his focus of reality around the articifial soldier persona Whisper. He feels more machine than human and could - without proper treatment - be prone to rapid social degeneration. Now, nearly 6 years after the release phase of Project Iceman, Whisper is increasingly rebuilding his character and has indicated beginnings of an attention-shift from Whisper personality to Theo Belling personality. It is assumed that the wearing off of the cyberwarrior glamour around Project Iceman forces Whisper to confront himself with his real self and has probably begun a mental recuperation process. On the other hand it is also not unlikely for him to further retreat into sociopathic behaviour which gives him feelings of power and self-esteem.
