One can literally turn a target's water into a vast canvas of water, overwhelming the said target from the core. Heiwa is also able to control the blood of a human victim from afar, however, it is only limited to levitating the said victim, and he can only alter the circulation if he attains bodily contact with said victim, spreading his chakra throughout them, thus attaining total control. Upon attaining this kekkei tota, any water is a sanctuary, in which he can heal all wounds in battle. Shape transformation is a mere joke to Heiwa or any other user, and he can turn water into any shape he can think of. A tsunami can change into an endless barrage of kunai and shuriken or vice versa.
