It is a weapon that reaches all over the screen like Toad Man's Rain Flush, blowing away enemies (such as Metall β) and projectiles or damaging them. While Tornado Blow is active, it also allows Mega Man to jump higher (this is also true when Tornado Man uses the weapon when fighting him). Tornado Blow is needed for the first stage of the Wily Castle, although an alternative to this is Concrete Shot if the player can properly map the shots.

Each use of Tornado Blow uses seven Weapon Energy units; it can only be used four times with a full Weapon Energy gauge. This makes Tornado Blow the most expensive Special Weapon to use in the game, and has one of the lowest Weapon Energy capacities out of all of the full-screen Special Weapons in the Mega Man series (not counting Astro Crush without the Weapon Balancer). Tornado Blow is Magma Man's weakness, blowing out his head, which weakens his attacks until he re-ignites it. The Changkey Dragon in Magma Man's stage is weakened by it in a similar way. The Tornado Blow also appears in Mega Man 10, where it is used by the Weapons Archive. Along with Time Stopper, Tornado Blow is one of the few weapons that does not have enough energy to defeat the boss it is weak against, unless fired when they are jumping.
