  • The Sovereign's Tribunal was the highest civil court in the Golden Empire, and the ultimate authority in the normal judicial track for interpreting and applying the Charter of the Golden Empire. The thirteen members of the court, called Justices, were appointed by the Sovereign of the Golden Empire to serve terms until death, retirement, or removal by the Sovereign, though the latter was rare. The Chief Justice presided over the Tribunal and served as primus inter pares with his or her fellow Justices. The Tribunal was empowered to accept or decline any case appealed to its authority; a case declined was considered a ruling in favor of the previous court's decision. The ruling of the Tribunal was final and not subject to further appeal, although the Sovereign could reverse or amend any decision of the Tribunal at will. The Tribunal also formally recommended judges to be appointed to the system and sector courts, although such appointments were also confirmed or denied by the Sovereign. Unlike nearly every other major government agency, the Tribunal was not headquartered on the Sith Star, as Rin Sakaros did not want the fleet constantly besieged by litigants. Instead, the Tribunal was headquarted in the Palace of Justice on Rubutu.
