In addition to his or her departmental responsibilities, the COB/CC performs the following duties: serves as a liaison between the Commanding Officer (or Executive Officer) and the enlisted crewmen; ensures enlisted crews understand Command policies; advises the Commanding Officer and Executive Officer regarding enlisted morale, and evaluates the quality of non-commissioned officer leadership, management, and supervisory training.

The COB is generally responsible for the day-to-day operations of the non-nuclear portion of the boat as well as the morale and training of the boat's enlisted personnel. The COB is typically the most senior enlisted person, however, the commanding officer is neither required to select the most senior in grade or in time aboard, nor is he or she required to select the highest-ranking sailor. Likewise, the COB is not necessarily replaced when a more senior sailor reports aboard.

The positon of COB should obviously be considered as a senior staff as well as a command staff positon on a starship. When a new enlisted crewmember joins a ship's crew, the COB is usually one of the first people he will meet. While the COB is outside the direct chain of command for crewmembers junior to him, he has a tremendous amount of authority and carries a lot of weight, generally being thought of as the top of a virtual enlisted chain of command. On most starships and starbases, the COB holds the rank of Command Master Chief Petty Officer. However, when it comes to fleets and task forces, COB, being the senior NCO onboard the flagship and, ergo, the fleet or task force, then he would hold the rank of Fleet Master Chief Petty Officer. While the term is technically outdated, it has remained as Starfleet jargon as an homage to the ancient navies of Earth.

The COB/CC works with the other department heads, Chiefs, supervisors, and crewmen to insure discipline is equitably maintained, and the welfare, morale, and health needs of the enlisted personnel are met. The COB/CC is qualified to temporarily act as Commanding or Executive Officer if so ordered. The COB can often also be the Chief of the Deck

The selection process for a COB starts with the commanding officer's recommendation, which goes to the Naval Military Personnel Command via the Squadron Commander. Nominees are interviewed by other COBs. A COB also requires graduation from Senior Enlisted Academy (CIN/CDP: P-920-1301/960F) which grants 9579 NEC. Completion of regional Command Master Chief Course using the NAVEDTRA 38204-A, Student’s Source Book is also required. When a new enlisted sailor joins a boat's crew, the COB is usually one of the first people the new sailor will meet. Although the role of COB is outside the direct chain of command, the COB has tremendous responsibility.
