The story follows Filthy Frank, the entities living in his room, and their antics as they travel the Omniverse to make sacrifices to the Dark Lord Chin Chin in order to stay alive. Upon Chin-Chin's awakening, time no longer existed as a linear concept. It is now present in the form of Chromosomes, a power/time unit/currency source that all living beings possess. Also, most of the humans were transformed into the Lycra people, which are exactly what they sound like; humans wearing dermis lycras. The Filthy Frank Omniverse contains an unknown amount of parallel universes that vary in size, which hints at it being more of a Multiverse, especially since one character has implied that there are multiple of them.
