Maxwell ist zu diesem Zeitpunkt kommandierender Offizier der USS Phoenix und glaubt, die Cardassianer wollen sich auf einen neuen Krieg gegen die Föderation vorbereiten. Er zerstört den cardassianischen Außenposten im Cuellar-System, sowie zwei cardassianische Raumschiffe, wobei er insgesamt über 700 Cardassianer tötet. Als die USS Enterprise (NCC-1701-D) entsendet wird, um ihm aufzuhalten, lenkt er zunächst zum Schein ein, setzt dann aber Kurs auf ein Versorgungsschiff, das zum Kelrabi-System fliegt. Auf diesem, so glaubt er, würde er seine Anschuldigungen beweisen können. Tatsächlich zeigt sich, dass das Schiff etwas zu verbergen hat, aber Captain Jean-Luc Picard weigert sich, das Schiff zu kontrollieren, um so einen weiteren Krieg zu vermeiden. Stattdessen droht er damit, auf die Phoenix zu schießen. Captain Maxwell bleibt auch weiterhin stur, doch sein ehemaliger Untergebener Chief Miles O'Brien kann ihn davon überzeugen aufzugeben.
