The character was initially created for Batman: The Animated Series, and was preemptively introduced into mainstream comics before the airing of her animated debut in 1992. The character has developed significantly over the years. Renee Montoya was initially conceived as a police detective from the Gotham City Police Department, assigned to the Major Crimes Unit who came into frequent contact with the masked vigilante, Batman. Over the course of her comic book history, the character was outed as a lesbian (among few in comics) and later resigned from the police force, disgusted by its corruption. After being trained by the first man to bear the name, Montoya now defends Gotham as the Question.

Ya desde la saga "Batman: Tierra de Nadie" (1999), el guionista Greg Rucka la venía uniendo sentimentalmente en una extraña relación con Harvey Dent. Luego en esta serie, Montoya protagoniza la que seguramente sea la historia más famosa de "Gotham Central: Media Vida", que comprende los números #6-#10 de Gotham Central. En ella tiene que enfrentarse a un enemigo anónimo que intenta arruinar su vida. Entonces se descubrirá que tal poderoso enemigo es Dos Caras y su plan tenía como objetivo atraerla confesándose profundamente enamorado. Dos Caras piensa que si destruye todo lo que tiene no le quedará más remedio que aceptarle como pareja, por ser lo único que le quede. Para arruinar su vida Dos Caras saca a Montoya del armario (es homosexual) mandando fotos en las que aparece besándose con una chica a su lugar de trabajo y a su familia. Además, consigue que la acusen injustamente de asesinato. Al final, se descubre que todo ha sido organizado por Dos Caras, por lo que Montoya es exculpada de asesinato, pero a partir de ese momento su orientación sexual queda al descubierto ante sus compañeros de trabajo y también ante sus padres, que la rechazan por su condición. En esta misma serie ella protagoniza los números finales, en donde tras el asesinato de su compañero el detective Cris Allen, se narra como Montoya termina renunciando al Departamento de Policia.
