| Synopsis | - An unidentified but ruthless, foreign, autocratic power had built a submarine base right under New York Harbor, commanded by Baron Krieg. Soon, U-boats were sent to cripple American ships headed for neutral ports. This base, which the U.S.Navy could not find, had advanced undersea equipment and teams of deep-sea divers, for salvaging cargo out of the sunken freighters. In his remote workshop, Jim Lockhart decided to intervene; his assistant Peggy accompanied him on his sub-harbor investigation. He detected the wreckage-looters, and had himself shot out via the weapons hatch, and knocked out three enemy divers, and switched diving suits with one of them, and proceeded to infiltrate the secret base.
- Terror strikes the city, and when the police fail to stop it, the Clock steps in to match wits with the genius of death — the Asp. Using delayed-action poison and pre-announcing his crimes, the Asp murders and robs a series of wealthy gem-collectors. The Clock figures this out through forensic chemistry, and sets a trap for the Asp. There's a short shoot-out, and the Asp lies dead.
- A greedy mine-owner sabotages a competing mine so that he can purchase the property on the cheap. The Spider punches him off the edge of an underground elevator shaft, but then acts surprised when he drops down it. "Owww! That wasn't MY idea at all!"
- ... When the SS Theis arrived in New York Harbor, laden with refugees and gold, Krieg dispatched the U-17, commanded by Captain Todt, to sink the Theis with a mine; the Red Torpedo had already stowed away aboard the U-17. He quickly beat up at least four crewmen and jumped Captain Todt, just as the mine was being released. Peggy, still aboard the Red Torpedo's Red Torpedo, spotted the problem, and crashed the concussion-proof craft into the mine, detonating it before it got too close to the refugee ship's hull. The Red Tornado tied up the U-17's crew , pulled them out of their U-boat, and stuffed them into a transparent cylinder, which he then attached to the SS Theis's anchor chain. He then proceeded to destroy the enemy sub base.
- The Black Condor visited "a strange, barren land," while disguised as an old wanderer. In a blighted valley, in the shadow of a mighty mountain fortress, the people were downtrodden and impoverished. Here, the Condor battled the tyrant Sihn Fang, and his colleague the inventor De Graf, and Sihn Fang's evil daughter also. These three all lived in an unconquerable fortress called Mount Doom, armed with a lightning ray and other high-powered death-rays. They kidnapped the town's mayor and his son, and were torturing them, when the Black Condor attacked; De Graf got tossed at the pillory where the mayor was locked up, and the mayor was able to catch his neck and strangle him, but not to escape in the next few moments, when the fortress went up in a blaze generated by its own powerful armaments. This was caused when Sihn Fang's fatally-wounded daughter threw a switch that overloaded some circuits that caused a series of explosions. The Black Condor punched Sihn Fang unconscious and left him on the armory floor, and rescued the late mayor's son from this devastation; the townspeople elected the son to take his father's place.
- Madam Fatal breaks up a spy ring that has stolen some important new bomber plans. He pursues Krantz, the last spy of the ring, as he takes off in a single-seat racing plane. Running in his granny shoes, Madam Fatal catches a support strut, scrambles across the wing, luckily finds the canopy open, grapples with the armed pilot, punches him out, steals the stolen plans, straps on a parachute, and safely escapes, before the plane crashes, all while dressed up as a little old lady in a shawl.

* The Asp is shot by the Clock. Using a delayed-action poison and pre-announcing the murders of his wealthy victims, The Asp was pretty exactly replicating the strategy that The Joker used during his first appearance right down to the detail of leaving an actual calling card at the scenes of his crimes.
* The Black Condor's opponent Sihn Fang is short and dumpy and very Asian; his "daughter" is tall and thin and red-haired.
* The locale of this Black Condor story is not indicated in any dialogue or caption in the story. People in the beleagured village at the foot of Mount Doom all look like white Europeans, and so does Sihn Fang's red-haired "daughter." A gunman that tries to whack the Condor, on page 4, is dressed like either a vaquero or a mariachi singer. So this story may or may not take place in "the far east."
* Wherever he goes, the Black Condor seems to be fluent in the local language.
* The Red Torpedo's two-man submarine has now survived direct contact with an exploding naval mine, and has earlier punched into, and through, the hull of an armored battleship. It must be built from some unusually durable metals.
