Volunteers were accepted from multiple species and many walks of life, with the Order paying careful attention to the applicant's personal history as well as their sense in the Force and whether or not they were sensitive to it. Watcher candidates who possessed it were instead offered positions within the Order's temples and academies, where they could serve as support staff or training guides. The duties of a Jedi watcher were strictly limited in focus: observe and report, but do not interfere. A watcher was typically assigned to follow a single Jedi throughout their career; those Jedi who were assigned watchers were typically ones who were outspoken either in their beliefs or their actions. Though a Jedi was never told whether or not he or she was being tracked, on rare occasions the watcher would become revealed. Depending on the circumstances, this would result either in the watcher's reassignment or termination of employment, however at least one watcher was thought to have joined forces with his target. If a Jedi was observed developing an affinity for the dark side, or if they were to abandon their mission, the watcher was to report this to the Order immediately and continue to tail their target until other Jedi could intervene. Two days prior to the mission to capture Darth Revan, Jedi Master Kavar informed Marine Captain and Jedi Knight Laera ReyolĂ© of the existence of Jedi watchers, as well as the fact that some Jedi formed their own paramilitary organizations. He went on to state that ReyolĂ©, who had served as a soldier for the Republic for over twenty years prior to training as a Jedi, was likely to have been observed in a similar fashion by Revan prior to her death during the liberation of Onderon.
