With the bouncy popular song "Happy Days Are Here Again" as his campaign theme, FDR defeated incumbent Republican Herbert Hoover in November 1932, at the depth of the Great Depression. Energized by his personal victory over polio, FDR's persistent optimism and activism contributed to a renewal of the national spirit. Assisted by key aide Harry Hopkins, he worked closely with British Prime Minister Winston Churchill and Soviet leader Joseph Stalin in leading the Allies against Nazi Germany and Japan in World War II. The war ended the depression and restored prosperity. Most of the regulations on business were ended about 1975–1985, except for the regulation of Wall Street by the Securities and Exchange Commission, which still exists. Along with several smaller programs, major surviving programs include the Federal Deposit Insurance Corporation, which was created in 1933, and Social Security, which Congress passed in 1935. As World War II loomed after 1938, with the Japanese invasion of China and the aggression of Nazi Germany, FDR gave strong diplomatic and financial support to China and Great Britain, while remaining officially neutral. His goal was to make America the "Arsenal of Democracy" which would supply munitions to the Allies. In March 1941, Roosevelt, with Congressional approval, provided Lend-Lease aid to the countries fighting against Nazi Germany with England, Scotland, and Wales. With very strong national support, he made war on Japan and Germany after the Japanese attack on Pearl Harbor on December 7, 1941, calling it a "date which will live in infamy". He supervised the mobilization of the U.S. economy to support the Allied war effort. As an active military leader, Roosevelt implemented an overall war strategy on two fronts that ended in the defeat of the Axis Powers and the development of the world's first atom bomb. In 1942 Roosevelt ordered the internment of 100,000 Japanese American civilians. Unemployment dropped to 2%, relief programs largely ended, and the industrial economy grew rapidly to new heights as millions of people moved to new jobs in war centers, and 16 million men and 300,000 women were drafted or volunteered for military service. He orchestrated the realignment of voters that created the Fifth Party System. FDR's New Deal Coalition united labor unions, big city machines, white ethnics, African Americans, and rural white Southerners. Roosevelt is consistently rated by scholars as one of the top three U.S. Presidents, along with Abraham Lincoln and George Washington.

Born to wealth and privilege, he overcame a crippling illness to place himself at the head of the forces of reform. His family and close friends called him Frank. To the public he was usually known as "FDR." Roosevelt's inspirational leadership helped the United States recover from the Great Depression according to many historians, but others dispute this claim arguing that Roosevelt's economic policies actually slowed recovery. In the build up to the Second World War, he prepared the USA to be the "Arsenal of Democracy" against Nazi Germany and the Japanese Empire, but aspects of his leadership, particularly what is seen as his naïve attitude toward Joseph Stalin, are criticized by some historians. Finally his vision of an effective international organization to preserve peace was brought to fruition as the United Nations after his death. In his lifetime Roosevelt was a polarizing figure: he was a hero to liberals and a hated figure to conservatives. Today opinions of him are more complex. Some liberals criticise measures such as the internment of the Japanese-Americans during World War II and his failure to advance civil rights for African Americans. Some conservatives such as Ronald Reagan have praised his national leadership, while dismantling his social programs.

  • In 1939, Albert Einstein signed a letter to President Franklin Delano Roosevelt noting German advances in physics and warned of the real possibility of the Nazis developing a uranium bomb. This lead to a race between Americans and Germans to be the first to create the bomb. He personally thanked B.J. Blazkowicz back in the states following the recovery of the Spear of Destiny. "We owe you a great debt, Mr. Blazkowicz. You have served your country well." A photograph of Roosevelt was placed in the briefing room of the OSA, next to Winston Churchill. He briefed B.J. during the course of the Original Encounter, and signed and presented a Medal of Honor to B.J. Blazkowicz for his duties over the month for stopping the initial plans for Operation Eisenfaust, and for defeating Hitler for the first time. He honored B.J. for complete destruction of Operation Eisenfaust, and Hitler's second defeat by Blazkowicz in February, 1945 as well.

During his time in office, Roosevelt and his Works Progress Administration were responsible for the development of the well known UH-17 Atlas. Roosevelt was aware of the Chimera and committed his administration in funding the nation's military in massive amount of expenditure, including the creation of the Special Research Projects Administration, and forging a strong relationship with the United European Defence to stand against the alien threat. This garnered many negative reactions from isolationist dissidents, who were totally unaware of the Chimeran threat as the government remained entirely secretive of this fact to prevent mass hysteria. Ultimately Roosevelt was defeated in the 1940 Presidential Elections by Montanan Senator Noah Grace, who gained popular support after accusing Roosevelt for his military spending and called him a imperialist and a warmonger.

It's possible this unnamed president was Roosevelt too, but since that timeline had been drastically changed as early as 1916, this is only one possibility. In a holoprogram set in 1944 France, a picture of Roosevelt adorned the tent of Captain Miller. (VOY: "The Killing Game") Such a picture also adorned the office of Dixon Hill's secretary, Madeline and later Dixon Hill's own office. Roosevelt's mirror universe counterpart was mentioned in The Sorrows of Empire. According to the Star Trek Encyclopedia (2nd ed., p. 420) , the USS Roosevelt was not named for Franklin D. Roosevelt, but rather his distant relative Theodore Roosevelt.
