  • The Magical Congress of the United States of America (shortened MACUSA) is the governing body of the wizarding population of the United States of America. It is headed by a President, and unlike its Muggle counterpart, which is divided into a House of Representatives and a Senate, the Magical Congress is unicameral. Despite the very high population of wizards (one of the highest in the world) and the size of the United States (stretching across a continent), the government is still centralized and maintains order within their magical communities by having one of the largest Ministries in the world and having a near-totalitarian grip on all aspects of life in Magical America. Many are critical of the United States' policies such as wand registration and magical trackers of all witches and wizards that are required by law to be worn at all times. These laws are enforced strictly by a large Auror force. The Magical Congress has quite a dark reputation when it concerns Muggles, or No-Majs as they are called in the United States. From the beginning, witches and wizards in the "New World" viewed No-Majs with hostility as the government was formed directly as a result of the Salem Witch Trials, which was a traumatizing event for wizards worldwide. After Dorcus Twelvetree's breach of the International Statute of Secrecy, the Congress initiated strict segregation of magical and No-Maj communities, banning any wizard from even befriending No-Majs. This led to an extremely bigoted society of witches and wizards that led to increasing scrutiny from the worldwide wizarding community, especially from Europe. The non-existent relations between American Muggles and wizards contrasted greatly with the typical European approach to collaborating with Ministries' Muggle counterparts. Although this segregation ended in the 1960's, the American wizarding population still has some way to go before Muggles and Muggle-borns are to be fully accepted by wizardkind.
