Experienced from the Yuuzhan Vong War and well acquainted with other Imperials who shared his views, Makarov began the Imperial Nationalist movement, initially successful and bringing over half of the Remnant to his side, killing many of the Moffs. However, he was eventually defeated after a four year long conflict against the Galactic Federation of Free Alliances, aided by the Imperial Loyalists of Jagged Fel.

Taking the zero-sum game to heart, he did whatever was necessary to gain the upper-hand, without any regard to the loss of human life in the process. Makarov truly believed that the end justified the means, and until his death at the hands of John Price, Makarov's tactics would dictate the course of history.

He often took part in underworld dealings to get extra funding. As the Nationalists began losing, Makarov and his followers committed more and more atrocious acts, turning into a terrorist group. Makarov himself slipped into insanity. Diehard Imperials, though, viewed him as a martyr after his death and the end of the Imperial Crisis. He was the recipient of several Imperial medals, and held the rank of major in the Imperial Army Airborne Troops, a prestigious Imperial Army division. He served with distinction in multiple campaigns since his early career, later in the Yuuzhan Vong War. Makarov was known to be a skilled marksman, being able to accurately use a pistol well in both hands and fire a blaster rifle with only one hand. He was also a good strategist and tactician.

Selon les renseignements recueillis par le Général Sheperd, Vladimir Makarov est diplômé de l'Académie militaire Frounze comme capitaine dans l'armée russe, il aurait d'abord servit dans les parachutistes. Durant sa carrière, il a fait partit des Spetsnaz et a combattu deux fois en Tchétchénie. Apparemment, son unité et lui auraient participés à des raids très violents L'ONU a tenu une enquête pour violations des droits humains et le nom de Makarov est apparu au sommet de la liste présenté comme le plus dangereux, mais l'enquête fut abandonnée quand Makarov s'est fait renvoyé de l'armée. Cet incident marquera les débuts de sa haine envers l'Occident et le gouvernement Russe pour l'avoir forcer à démissionner. Par la suite, Makarov fais part de sa formation militaire à de nombreux groupes terroristes, il participa apparemment à des blanchiments d'argent et autre. Il se fit repérer par le chef du Parti ultranationaliste en plein essor, Imran Zakhaev , et celui-ci permis à Makarov d'obtenir un poste au sein de son mouvement anti-occidental.
