He went through goku's friendly history and found Bora, a human who's strenght, roughly matches Uub, since he had been training since Shenron ressurected him. Uub asked him to fuse, even going as far as learning the fusion dance from Piccolo and Krillin before they died. At first, Bora was unwilling, but once Uub mentioned that its for Goku's son, Bora voluntarily offered his power. So, Ura was born. Ura has the body Stucture of Bora, and the facial feautures of uub.
