This is a level 62 elite mob found in the Tainted Scar of the Blasted Lands. They can be found in the back of the tainted scar, one can even be seen on a small hill giving orders to some Doomguard. These are by far the most dangerous mobs in the whole area, even to level 70s. Approach with extreme caution (or a death wish.)
