In Golden Sun: The Lost Age, Steel Helms can first be bought in Apojii Islands, meaning they are available to buy as soon as you get the Lemurian Ship to sail the Great Eastern Sea with. While it wouldn't replace the superior Thorn Crown one of your Adepts might be wearing, it would technically be a very good replacement for the Bronze Helm Piers starts out with if he's still holding it, and still good even if he is equipped with a stronger Iron Helm.
