Ryan brought Jesse's Sandslash to the nearest Poke Center, where he told the Nurse Joy there that it belonged to Jesse. Ryan later stopped by that same Poke Center on the way to the Indigo League and asked about the Sandslash, learning that Jesse had never come to reclaim it. So, to prevent the Pokemon from being abandoned, Ryan took ownership of him.
