After the Federation sent its first diplomatic delegation to Botchok on reference stardate 0/9101.13 (c. 2163), it became confused by the BPC's lack of specific roles for its members, even for important tasks, and the arguments over who took responsibility, credit, and blame. The embassy insisted on some sort of order and suggested certain officers with specific titles doing defined work. The idea was surprisingly popular and for over a year the BPC merrily assigned Ministers for ever smaller and more ridiculous tasks, including the Minister for Insurance Regulation.
