  • Dean Welsh is the Deputy Director of the National Security Organization or "NSO" who NCIS Director Jennifer Shepard tried to reason with in regards to PinPin Pula, a Abu Sayyaf terrorist seeking to blow the Cape Fear. Despite Leroy Jethro Gibbs's efforts to get the Navy SEAL team to stop boarding the ship, Welsh ignored his warnings, claiming that if the nineteen civilians on board on the ship died, then that would be a much better situation than if PinPin were to blow up the Cape Fear near a local port which in turn would lead to a lot more casualties and fatalities.

Enraged, Gibbs called Welsh "stupid" and a "bastard" before storming out of MTAC, leaving the rest of the team to witness the Cape Fear being blown sky high which resulted in the ship being destroyed and everyone on board including PinPin himself dying as a result of the explosion. As a result of this, Gibbs quit NCIS for good and head to Mexico where he spent the next four months living with his former NIS mentor, Michael Franks although he later returned to lead the NCIS Major Case Response Team once again.
