Founded by the Second Hokage, their purpose is to be available to address unforeseen situations, bolster defenses, or exploit opportunities against any kind of enemies, at any given time. In reality however, the reserve force is simply an expendable group of failures who are trained in the bare minimum needed to survive, serving as cannon fodder during invasions, or suicide missions as well as wars. Unlike the regular forces, the reserves are rarely ever expected to become anything more than Chūnin. In the history since its creation, the force has only ever had a handful of Jōnin and none have ever been reassigned into the regular forces.
