As part of his guise, he created the System of Independent Confederates (SIC) to counter the Galactic Republic in the Clone Wars, which he instigated. He played both sides, using the Jedi for the Republic and Count Dooku for the SIC. His ultimate plan for the Clone Wars was to annihilate the Jedi under Order 66, which failed as most the Jedi went into retirement or went on vacation. Through those events, he was able to form the Galactic Domain.
