Although encountered among the first enemies in the game (patrolling the train station upon the player's arrival in Megacity 50, Spotters are not initially hostile, simply flying overhead, occasionally hovering above the player in their 'open' stance, scanning him. Only later, after having acquired their "reputation" in Cyberia (or if attacking them) will they exhibit hostility and will attack the player on sight. It is remarked (while in the Megacity 50 Containment Facility) that Spotters, along with several other kinds of cybernetic enemies, were humans, or are made using human bodyparts, as a sentence for crimes, political opposition or civil disobedience.
