Only later, after having acquired their "reputation" in Cyberia (or if attacking them) will they exhibit hostility and will attack the player on sight. It is remarked (while in the Megacity 50 Containment Facility) that Spotters, along with several other kinds of cybernetic enemies, were humans, or are made using human bodyparts, as a sentence for crimes, political opposition or civil disobedience.
