Although not an established government, it's mysterious leader the Dark Empress, ruled unchallenged, dictating orders through the One Sith Council. Through it's position of rule over the Confederation, the Imperium controlled the Knights Templar, the order responsible tasked with the repression of the Force users. The Templars were among the Confederation's, and later the Imperium's, greatest assets. In 247 ABY the Galactic Parliament voted to establish the Imperial Confederation to replace the fragile Systems Confederation, Parliament voted unanimously to crown the Dark Empress Galactic Empress of the Imperial Confederation. The Sith Council was established in the Imperial Charter as the Imperial Confederation's executive branch, under the name Imperial High Council. Under this new regime, the face of the Sith remained hidden, but the Dark Empress and the Lords of the Sith ruled openly.
