Ensign Ro Laren came aboard the Enterprise at this station, and Captain Jean-Luc Picard met with Admiral Kennelly there regarding suspected Bajoran terrorist activity. (TNG: "Ensign Ro" ) The exterior of Lya Station Alpha was a reuse of footage of Starbase 74 from "11001001" , which in turn was reuse of footage of the Earth Spacedock from Star Trek III: The Search for Spock. Lya Station Alpha was identified by the Star Trek Encyclopedia (4th ed., vol. 1, p. 491) as a Federation starbase. According to the Star Trek: Star Charts (p. 47) and the Stellar Cartography: The Starfleet Reference Library ("Federation Historical Highlights, 2161-2385"), Lya Station Alpha was located in the Lya system, in the Alpha Quadrant. As such, it might be part of the starbase known to associated with Lya III.
