Russell was Parliamentary Private Secretary to the Under Secretary of State for Air in 1936-37 and Parliamentary Private Secretary to the Chancellor of the Exchequer in 1937-38. In 1943, Russell died of fever whilst on active service in Egypt as a captain of the Coldstream Guards in World War II, aged 34. After his death, the by-election for his seat was won by the Conservative candidate Stanley Prescott.
