Clicking on water with the fishing rod equiped (The moat will not work) will lead you to a mini game with a picture of a fishing hook going up and down. You can craft one by combining a piece of wood and wool.

Only some squares of water contains fish at any given time, and once a fish is caught from a square, it will take around 30 minutes for it to respawn. Fishing is the only skill that is not related to combat.
