Victor Fries was born to a Middle Class family in Gotham City, to parents who acted both cold and distant towards him. Leaving him a near emotionless shell of a kid, feeling that relenting emotion would feel better than allowing himself to feel the negative. Since childhood Victor was very intelligent, but do to his cold demeanor people would mistaken him for thinking he was better than and to good to hang out with anyone else. Largely being ignored by his peers, but by others bullied. In college however he met the woman Nora Ansara. A kind theatre student. She would occasionally try to talk to him, and because of her kindness Victor's heart began to melt and eventually mustered up the courage to start a relationship with her, that would eventually lead to their marriage after college.
Victor became a leading scientist in the field of cryogenics. He eventually heard a story from Nora about how her younger brother had gone down the wrong path into crime through peer pressure and was eventually shot dead by cops during a police raid, and decided to try and honor her brother's memory and make sure that an accident like that wouldn't happen again. He started a project to create a freezing gun. A machine that could be used as a non lethal weapon by police so that that kind of tragedy wouldn't happen again. He eventually took under his wing a young protegee named Leonard Snart. An ex-con from Central City, but had proved himself to have an intellectual mind in school. Learning from Nora's story, against the recommendations of others, decided that they young man deserved a second chance, the kind someone like Nora's brother never got. He took him on as his assistant when Snart was looking for a job and he was looking for an aid. After several years they got a prototype of the weapon finished, and successfully tested. It was a little after before a full demonstration or mass production started that Snart proposed that they could use the Freeze Guns for themselves. Both knowing that they had even greater applications than merely what Fries had intended for them. Snart said that as criminals armed with them they could be invincible. Victor refused and Snart knew that since he knew his intentions and where the weapons would have come from to begin with he tried to kill him and a fight ensued. During the fight Victor managed to get his hands on the finished product and tried using it an attempt to stop Snart. Snart managed to grab one of their failed prototypes. That rather than froze opponents by covering them in a coat of ice, internally cooled things down to subzero temperatures. Snart fired it at Victor and kept the blast going until he was incapacitated and then managed to steal the weapon and then set the lab on fire to get rid of all of the research so that no one else could figure out how to create the Freeze Gun. Victor managed to drag himself to a suit he had created earlier for protection during experiments, that shielded its wearer from the outside elements as well as had the ability to completely control its internal temperature to relegate one's body temperature. Thinking that he needed to heat his body up and only experiencing extreme hypothermia Fries turned up the heat of the suit but felt a great searing pain and then turned the temperature down to discover that his body had been mutated by the blast so that he needed to remain in subzero temperatures to survive.
Knowing that Snart sought out to destroy all traces of their research so that their weapon could not be replicated by others. He managed to steal one of the company trucks and managed to pursue Snart who was escaping in his car. Cops eventually became involved in the chase and a crash occurred. Snart tried pulling himself out of his car with both of the Freeze Guns when Fries got out of the truck and threw Snart to the ground and picked up the finished Freeze Gun and tried to reason with the cops pursuing him and thought he was the bad guy. He eventually was forced to freeze them before they could fire at him. That's when Batman arrived and Snart pleaded to be saved from the "Maniac" that was trying to kill him. Because of his appearance Batman believed him to be a supervillain and the two fought. During the confusion Snart managed to escape with the prototype Freeze Gun. Fries tried to reason with with Batman but he didn't believe him. He eventually managed to freeze one of Batman's legs in order to subdue him and continued his pursuit of Snart. By the time he reached his home he found his office ransacked with Snart gone, heading back to Central City, and his wife unconscious on the ground in a similar condition to himself as Snart had used the same weapon on her. However she was left comatose instead as she wasn't able to reach a cold environment in time before her body fell into shock. He took her body and managed to put it into a preservation tube that kept her in sub-zero temperatures. Fries founds his life in shambles. Laying the blame on Snart for his crimes, as well as Batman without whose interference he could have saved his wife. He decided to use his equipment to become Mr. Freeze in order to get his revenge as well as fight to find a way to cure himself and Nora.
