  • Engineered by secret crime group Shadaloo as a fortified soldier and one of The Dolls who has moves much like Cammy's. She was sent by Bison to gather data on Ryu for him and acquire his Satsui no Hado move. She's named for the German June.

  • Akuma found his true power by using the move Satsui no Hado. He learned to fight under the tutelage of the master Goutetsu. He killed his master and then vanished to battle his own demons. Subsequently he slew his brother, Gouken.
  • An English gent with a cute moustache and a love of roses and tea born into the manor but raised in the slums. He climbed back up the social ladder by becoming a pro boxer. He embodies the vagaries like deals you.
  • Taken by Gill's syndicate and made into a bioweapon by Dr. Kure, this Russian youth stretches like a rubber band. His cells also emit electric charges, and he was saved by Eiffie when it looked like he was set for termination.

  • A martial arts master who has joined Haggar and Guy to take on Mad Gear who has dared to kidnap his gal Jessica. Saving her, he proclaims that he is a rebel and has to live a wild life, so after a battle he ends up in the slammer.
  • Leader of an organization that's shaped world events for thousands of years, Gill is half blue and half red. He's in the midst of his plans to make an ideal world filled with a legion of red and blue suppicants.
  • One of the Four Shadaloo Kings with blinding speed and super jumping ability. He's also just mad about his own beauty. He sports his talons and mask to avoid blood getting on him, learned how to fight in Asia, and covets Chun-Li's beauty.
  • He's the Ryu created from Satsui no Hadou who's gone to the dark side of Gouken's arts once used for assassination. Akuma freed the evil Gouken had successfully been reining in, and now Ryu threatens to follow in his evil footsteps.
