| abstract | - The Zchol Planetary Congress was the government of the Orion world of Zchol. It was modeled on the Botchok Planetary Congress, the alleged government of the Orion homeworld of Botchok (Rigel VIII) and of the Orion Colonies as a whole. Following the Four Years War (c. 2250s), the Federation's Rigel Demilitarized Zone Commission formed the Orion Neutrality Area, closing the borders, and then resettled nearly 2 billion refugees on Zchol. They brought their own conflicts, weapons and needs for aid, and the Zchol Planetary Congress collapsed under the weight of their demands.
