rdfs:comment | - A special envoy or special emissary was a diplomatic rank that was given a very specific mission. In 2293, Captain Spock was given the duties of "Federation Special Envoy" to the Klingon Empire, whereupon he conducted communications with Chancellor Gorkon. (Star Trek VI: The Undiscovered Country) The half-Klingon K'Ehleyr was once granted the title while inside Federation space. Starfleet honored the moniker, because they viewed her as vital to the success of a mission regarding Klingons who still believed the Federation-Klingon War was raging.

|
Text | - Direct Captain Wendyl to make sail directly for Pyke, in defiance of the weather.
- Exceeding everyone's expectations, the squall has grown into a nightmarish storm with gale-force winds.
- "Aye, we can go north, but that's where a lot of Ironborn and Northern fishing boats have gone pirate. Fishin' ain't been good, and men have to eat."
- Ask about the weather between here and Pyke.
- "It's not fair sailin' weather today," Wendyl says, pointing up at dark clouds moving in. "If ye need set off today, a storm awaits us before Pyke."
- Direct Captain Wendyl to risk the pirates along the northern route.
- Ask about the northern route, east of the oncoming storm.
- Direct Captain Wendyl to make sail for Pyke by way of the naval battle.
- Hard times and war have forced these fishermen to turn to piracy when the catch is meager and a suitable target comes along.
- Lannister and Ironborn vessels are squaring off for battle, and slipping past them without being shot at will be difficult.
- Ask about warfare on the seas near the Iron Islands.
- "The Ironborn and Lannister fleets are gathering for a fight west of here, away from the storm. Skirting the storm means approaching the battle."
- Rona approaches the captain of the sailing cog. "Captain Wendyl, I trust your men will make pirates pay the iron price if we come under attack..."

Though defining the title was difficult, the power-relationship between K'Ehleyr and Jean-Luc Picard was one of rough equality. He was obliged to put USS Enterprise-D at her disposal, and to let her lead the response to the situation. Nevertheless, he still had a say in the precise manner in which the mission was carried out. In particular, she had initially thought the mission would require Enterprise to simply kill the under-informed Klingons, but he successfully insisted on a change of tack. (TNG: "The Emissary" ) Ilon Tandro was a special envoy from Klaestron IV who was in charge of the extradition procedure of Jadzia Dax. (DS9: "Dax")
